It is heterogeneous the moment salt is added.
If, after some stirring, all salt has dissolved, the mixture has become homogeneous.......

If we add salt to water the mixture obtained is a homogenous mixture . Because salt is completely soluble in water . So the mixture has a uniform composition throughout . Also the particles loose their identities and no visible boundary of separation is visible .
