let the angle be x
then x+2/3 x = 90
5x/3 = 90
5x = 270
x = 270/5 = 54°

Let the angle be x°

Complement = 90° - x°

90 - x = 2/3× x

90 = 2/3x+ x

90 = 2x + 3x / 3

90 = 5x / 3

x = 90 ×3/5

x=54°
