it is because the dry vegetables lack water and if you provide water the utilise it nd become fresh

The dried vegetables absorbs all the water hence become fresh, it has less water contents but have salt concentration more. The dried vegetables absorb water by the process of osmosis.... in which water from high concentration is transform to low water concentration...
