If the force of gravity acts on all bodies in proportion to their masses, why doesn't a heavy body fall correspondingly faster than a light body

Force is a mass dependent quantity . It is directly proportional to the mass .
Where as any acceleration including acceleration due to gravity is a mass independent quantity and this is responsible for the change in velocity and the rate .
Hence, all bodies fall at the same rate under similar conditions .

The simple answer is inertia. The force of gravity on an object of mass m exerted by a mass.
