The 3 side lengths add up to 22cm: 

3x + 1 + 2x - 1 + x + 4 = 22 
6x + 4 = 22 
6x = 18 
x = 3 

The side lengths are: 
The first side is 3(3) + 1 = 10cm 
The second side is 2(3) - 1 = 5cm 
The third side is 3 + 4 = 7cm 

Therefore, the shortest side length is 5cm
