THE ANSWER IS HERE

Volume of cylinder = pie*r^2*h

radius is halved. so the new radius is r/2 .

new \: volume = \pi( { \frac{r}{2} )}^{2} h

 =  > \frac{\pi {r}^{2} h}{4}
=> original volume /4

ratio of the volume of cylinder to reduced volume is

=> 1:1/4

=>4:1
