If seeds from a mother plant are not dispersed and fall close to the mother plant, then it might not receive favourable growth conditions and not germinate.
The reasons being:
i) There will be competition for nutrients and water. The mother plant usually being bigger in size will take up majority of the soil nutrients leaving behind very little that might be insufficient for new seed germination.
ii) The seed will not receive enough sunlight. As plants grow towards light, sunlight plays a very important role in germination. If a seed falls close to the mother plant and is covered by the shade of the plant, it might not germinate.
