If u were the govt. of India in 1862 responsible for supplying the railways with sleepers fuel on such a large scale , wht were the steps u would have taken???

I would have used coal instead of wood for the fuel 
High checking on the cutting of trees, to see if they are not being cut for smuggling or personal use

The following are some of the steps I would have taken if I were the Government of India in 1862:

1. My primary responsibility lied to ensure proper forest management.

2. I would have established a limit for trees to be cut down from a particular forest so as to evade the chaotic cutting of trees.

3. Cutting of trees would have to be remunerated with an equivalent cost of sowing of trees.  For this private constructors would have been given the contract.

4. I would have taught people about the benefits of scientific forestry and the science of conservation.

5. A particular department would have been establishing by me to keep a check on the activities in forests.
