We say that since light 'wants' to 'reach' someplace at a particular time, and hence refracts through different mediums to keep its travel time same. Where does it 'want' to reach. Also, if it is non-living (a form of energy) how does it 'want' something?

that is just a way of explaining the logic that why light refracts.

it explains that light takes a short path as its speed reduces to cover that distance in the same time.

we all know that after entering a denser medium light bends towards the normal as its speed reduces and in rarer it bends away from the normal as its speed increases

so, its just a way of explaining why light bends and takes the same time
