if you stand in the sun at noon it feel warmer than at the mornings and evenings . why

During noon time the sun is exactly above the head and the sun is shining with its rays directly at the near surface of the earth since earth is oblate spheroid and rotates around the sun therefore the part facing the sun becomes warmer as compared in morning and evening when the sun rays are slanting thereby distributing the heat over large area .

This is because during noon ,the sun is just above our head ,i.e. the distance of the sun from the earth's surface becomes least that time, that's why the rays gets intensified and makes us feel warmer.
