Yes. right to life and protection in respect of conviction for offences cannot be suspended during emergency.

Explanation:

National emergency can be declared in case of war ( external) or armed rebillion ( internal ).

During this All the fundamental rights except article 20 ( conviction for offences) and article 21 ( right to life) are suspended. because right to life is the most basic right of all and as per social contract theory , people can give up individual liberty for the sovereignty of state but not RIGHT TO LIFE .
