In general, for rounding off a number to the nearest thousand, look at the style at the
hundreds place. In tis 1, 2, 3 or 4, round down to the lesser thousand, If the digit is 5,
6, 7, 8 or 9, round up to the greater thousand.

18,958 is rounded off to 9,000.
