No, it is not permanent. During maturation, the uterus prepares itself for development of the baby. If fertilisation doesn't take place, the tissues from uterus are expelled during menstruation.

Answer:

In human females, during ‘maturation’ and ‘release of egg’ the inner wall of uterus thickens, this thickening is not permanent.

Explanation:

Each cycle of the mensuration harbours the formation of a new egg; this egg continuously develops a thick covering around it. This thickening is to support the zygote that is to be formed inside. If a ‘sperm does not fertilise’ the egg, this thickening sheds and gets released along with the unfertilised egg.
