For element, if the number of electron is greater than or equal to 4 then the valency will be the number of electrons present in the outer shell.
If no. of electron is less than 4 then valency will be (8-n) where n is the number of electrons in the outer most shell.
Valency of chlorine: Atomic no. =17
Configuration = 2,8,'7'
Valency = (8-7=1).
So valency of chlorine is 1.
