The phrase is an excerpt from Robert Frost’s poem, The Road Not Taken,

“And both (roads) that morning equally lay in leaves no step had trodden black.”

It means neither of the roads are less traveled by.

Both roads are covered with leaves that have not turned black, because they have not been crushed or flattened by someone one walking on them.
