Two reasons are as follows,

  1. The elected representatives were really not the ruler . They have very few powers.
  2. The final decision making power rested with military officials and General Parvez Mussaraf - and non of them were elected by the people.

Explanation:

There the real power rested with some external power and not with locally elected representative.So, there was not any value of holding elections.

Also, in a democracy the final decision making power must rest with elected representative. THIS PRINCIPAL WAS NOT FULFILLED THAT'S WHY THIS COULD NOT BE CONSIDERED AS A DEMOCRACY.
