Our Constitution goes one step back. Rather than giving each State an equal voice, it gives each citizen an equal voice, both in Lok Sabha as well as Rajya Sabha. And why should every State have equal representation? These States are not formed on any definite basis, any single and sound logic. Some of the States were reorganised on the basis of language, but most of the northern States are not. States in India have their origin, among other things, in administrative efficiency as judged by the then British India Government as well as post-Independence juggling based on popular demands, movements as well as political expediencies. Moreover, different States have different demands based on the level of their development, their diversity, demography etc. which gets somewhat reflected when population is taken as a measure. However, the only concern which comes to my mind, is the disproportionate increase in population in some States leading to lowering representation from other States which gives an impression that those States which performed well on population control measures are being punished. Therefore, the Parliament, time and again, have postponed the delimitation exercise so as to wait for some stability on the population growth front.

Coming to the comparison with United States, India is a quasi-federal country where States do not have a rigid boundary and a fixed name. In fact, Central Government with the consent of Parliament and without the approval of the concerned State can alter its boundary as well as name. If the foundation of a State is not fixed, how can its representation in the Parliament?
