In the early 1800s, why was there so little settlement on the Great Plains?

In early 1800s there was very little settlement on the Great plains because the climatic conditions were not suitable for agriculture . The crops dried because of very hot weather there. Peole didnot get food. The land got drought and was totally destroyed. So it was very difficult to live in Great plains.
