I mean to say germinating seeds are in the state of germination so that they are having more stomata and the process of respiration is also more in these seeds. Hence they will they will produce more co2.where as if you will take the dry leaves then in those leaves the process respiration will be low and CO 2 released will also be low.

yes but the question is flower buds are used and they give the same result... it's a 2 marker question so we can just write that all plant parts produce c02 and therefore the result doesnt hamper.

This is because all living cells respire and release CO2. Germinating seeds and flower buds both have living cells.
