in this poem as I read and learned Sarojini Naidu has marked those waves as the comrades of fisherman because as like any other company those waves are giving company to the fisherman by helping them to sail their boats into the sea where they could earn their living buy catching fishes ultimately those waves are the ones who are basically helping those fishermen to sail and without those waves they could not go into the sea to catch the fish, this is most important for them.
