In those days powerful people had their own rule and were also able to tax other farmers traders and artisans can powerful people do this now.Why.

Anyone, powerful or suppressed, no matter what cant do such now. In Those days laws were'nt strictly applied to the public so the rich landowners and other groups taxed the poor heavily. but now all are equal under the law.. and have to abide by. Hence pay only those taxes needed for the country's developement, not the ones for personal sake. if they are forced to do so.. they can approach the court.
