when it rains heavily, the sky is overcast with too much clouds, winds blowing hardly, it indicates that there is a calamity that is going to happen or is happening. If it rains heavily and doesn't stop for much time, chances of flood is very high. that is the time condition of rain that assumes the shape of flood.

when there is heavy and continuous rain and the soil and vegetation cannot absorb all the water then water runs off the land it cannot absorb all the water then water runs off the land it cannot be carried in river ,canals, or retained in natural d lakes and ponds reservoirs and dams the water they may spread over a large area this conditions is called flood
