Answer is KARACHI SESSION.
On 29th March 1931, the Indian National Congress party of India held a session in Karachi and had codified the Fundamentals rights of Indian Constitution as Civil rights and Legal rights.
In the Karachi session, a resolution was passed which guarantees the equality before law irrespective of caste, sex or creed, freedom of speech, freedom of assembly, freedom of press, freedom of association, equal rights irrespective of difference in religion, social identity and cultural identity, etc.
