The founding fathers of Indian Constitution adopted Parliamentary system of government by considering the fact that it will be more suitable to India's pluralism and heterogeneity character. Indeed, it is Parliament that has contributed the most to the consolidation and strengthening of democracy in our country. Early Parliament had spent most of its time for legislative business. But at present healthy debate and discussions, the hall mark of Parliamentary democracy, was overshadowed by disruption, confrontation, forced adjournment of the houses and adopting other non-democratic alternatives. The Prime Minister was not allowed to introduce his own ministers, speaker's speech was also disturbed, Prime Minister was not allowed to be heard, and some of the bills were passed, regrettably, without any discussions. This has resulted in massive wastage of public money and confidence of the people. The most important issues such as, poverty and unemployment has not been discussed seriously in the Parliament. All these unhealthy, on the part of the working of Indian Parliamentary democracy, have raised many questions about the functioning of Parliamentary democracy in India. In order to restore the values of Parliamentary democracy it is essential as well as urgent to concentrate on the following measures: Devoting most of the time for quality debates and discussions, falling attendance in the Parliament should be controlled, Members should shun their party affiliation while dealing with issues affecting the common man and the nation, Strict enforcement of Code of Conduct for people's representatives, In order to keep the values of our parliamentary democracy we should elect only morally trained representatives; and the members of the Parliament and State Assemblies should set themselves as an example for the public, especially the youth. If we fail to restore it "no force, no army, can help to save the system", as said by Somnath Chatterjee.
