INSULATORS :

An insulator is a  material or an object that does not easily allow heat, electricity, light, or sound to pass through it. Air, cloth and rubber are good electrical insulators.

In other words,insulator is a material in which the highest occupied energy band (valence band) is completely filled with electrons, while the next higher band (conduction band) is empty.

SEMICONDUCTOR :

A semiconductor is a substance, usually a solid chemical element or compound, that can conduct electricity under some conditions but not others, making it a good medium for the control of electrical current.

In other words, it is a material that is neither a good conductor of electricity nor a good insulator, but has properties of electrical conductivity somewhere between the two.

insulator: those substances who does not conduct heat and electricity are called as insulator

semiconductor: those substances who allows heat and electricity to pass through it in particular conditions are called semiconductors
