Is it possible to boil water at 0 degree Celsius? If yes explain how

yeah it is possible to boil the water at zero degree celsius
when we extremely decrease the pressure on the water then the boiling point of the water Jet also decrease and hence appoint will come when the boiling point will reach at the zero degree celsius so but decreasing the pressure we can decrease the boiling point and hands we can get the boiling water at zero degree celsius

Off course, you can boil water at 0 c (even at below 0 c) as temperature is not the only factor which influences boiling, other governing factor is pressure. In fact pressure decides the boiling temperature of water, for example at normal atmospheric pressure (appx. 101 kpa),100 c is the temperature at which the water starts boiling. So if you want to boil water at 0 c reduce the pressure accordingly as the boiling temperature is proportional to pressure above the water because water molecules requires some energy to get into air medium above the water surface against vapour pressure so, as the pressure reduces energy requirement also gets reduced hence boiling point reduces
