From my point of view it's an active process where we keep attention on the object we observe. In most cases we observe something changing and else our eye/ear/mind starts to wander which then requires effort to bring back to the object.

Besides this, consider the situation where you would hear a sound but the mind would not 'label' it as the sound of a bird (or even sound). It would be a rather useless 'observation' since this sound would have absolutely no meaning to us. The human eye is not a telescope aimed at the sun, projecting the image on the wall (which is for example done to show Venus passing before the sun) where the mind would be the wall. The mind is both the wall and the people looking at the sun, interpreting the event as it's happening.

Consciousness is an interesting process where 'sense data' is combined with mental impressions into 'information'. We cannot observe an apple without seeing it's color, we cannot hear music without the composition. This is a very active process, not something we should call passive.
