There are two processes of federations: centripetal which sees different states coming together voluntarily and the second is centrifugal means holding them together. In this one independent state transforms itself into a federal state via instrumentality of a constitutions thereby distributing the power between Union and the state governments. In case of centrifugal federalism the power is distributed from the centre to the state government. Since Ethiopia is governed by various ethnic groups , the power is distributed across, so we can say that it has centrifugal federalism.
