Is the increase in number of colleges adequate to admit the increasing number of students?

According to me, when there is increasing in sometime it start to loose its specialty.Which happening in Tamilnadu where engineering student are increasing while poor college develop with high fees and donation.And IT company is limited so less jobs but more educational centres.An imbalance in education.
