No sometimes they cause intense damage to the country as they only focus on narrow subjects and could be responsible for all the chaos and disturbance in the country. They can influence government but when the results comes out negative, no one hold these movements responsible. 

But they do some times prove out to be very beneficial as they keep the government in check and make them play by the rules. They also bring the needs of the people in front of the government which otherwise is not that visible
