Well.actually that depends.

Evaporation rate has several factors involved:
1.Heat capacity 2.Temperature provided 3.Surface area(most important)

Water in seas and oceans are evaporating very quickly,since.its surface areas is very large,larger the surface area larger is the evaporation rate.We spread the cloth when we try to dry it for the same reason.

Water in the poles(artic,and antartic ) do not evaporate fast due to low temperature in surrounding.

Water at home do not evaporate quickly since,there is no direct action of heat of sun on water.

So.by surrounding if you mean the entire earth then “ yes” water is evaporating.at very fast rate.

If surrounding is home then.“no” water is not evaporating as quickly.

If surrounding is outside.on a hot sunny day then evaporation is quick.
