X -1/ x = 1 - 1/x = 1 - x^-1
Here in this expression power of x is not a whole number. Therefore given expression is not a polynomial.
If power of every variable in an expression is a whole number, then the expression is a polynomial.

No it is not a Polynomial because x cannot be at the denominator. It can only be at the numerator
