The seedling is a new plant raised from the seed. The seedling is very small, but it is able to carry out all the physiological processes. since, the growing plant require high nutrition and water, the seedling is very small to overcome all the needs. 

Transpiration can stress the new growing plant and in the evening transpiration slows down. So, planting seedling in evening give the seedling time to embed properly inside the soil in the absence of transpiration stress.
