The most stable oxidation state in Lanthanoids is +3. Thus ce4+ undergoes reduction where its oxidizing agent gets reduced as the reduction involves a decrease in oxidation state and gain of electrons.

Hence, ce4+ is known as a good oxidizing agent. Sm2+ undergoes oxidation which involves an increase in the oxidation state and loss of electrons. Hence, sm2+ also behaves as a good reducing agent.
