According to me the above statement
"it is often safer to be in chains than
to be free" can be true but I'm some cases because you cannot stay in chains and be happy.Maybe the writer means that we must follow the
traffic rules to stay safe on road.Then we do agree.Apart for that we all know that even a bird likes to fly high
In sky and not stay in cage.

This quote by Franz Kafka has a very deep meaning associated with it. 
In my opinion what is said in the quote is quite true. One feels quite safe and secured when he or she is in chains as they know they are being taken care of. They can look up to someone when in need or in any sort of trouble. Moreover, they do not need to care much about themselves as they are clearly aware of the fact that there is someone to look after them and they one has chained has the responsibility of their future. 

However, on the other side when a person is free he feels that he has control over his life. He can do anything he feels like according to his will. But soon he feels the consequences of being free. He or she has to look after themselves, pay for their own needs, make decisions etc. All this creates complications and problems in his or her life. 

An example that could perfectly go with this quote is when a child is living with his or her parents they feel that they are bound to follow the rules and regulations made by their parents be it in the form of food they eat, to their timings to socialise or deciding what subjects to choose. However, as he or she enters their professional life, begins the career and starts living alone. He or she enjoys the perks of freedom but soon they are burdened with housework, bills to be payed, decisions to be taken. And then they realise how good it felt to be in chains in the custody of the parents rather than living alone with all the complications.
