The united committee was made of Fazal Ali, K. M. Panikkar and H. N. Kunzru. Some of its recommendations were implemented in the States Reorganisation Act of 1956.

Explanation:  There was a call from different parts of India more by the Southern region for the restructuring of States on linguistic basis.As a result in 1948, the Government of India formed the Linguistic Provinces Commission under the chairmanship of S.K.Dhar . It was known as Dar commission. The purpose of the commission was to study the utility of organizing states on Linguistic basis.

In December 1948 during the Jaipur session of the Indian National Congress the Commission presented its report,which placed its strong  reservation against the creation of provinces solely or principally along linguistic considerations.  The Indian National Congress during this session formed a three-member committee comprising of Jawaharlal Nehru, Vallahbhai Patel, Pattabhi Sitaramayya to explore the report and provide valuable inputs to the government. This committee was known as the JVP Committee.
