I think the Answer might be option (c)

Because the photons has no mass .It is just a energy and I can't be easily acquired.

I will be just transmitted from the electromagnetic radiation and it will provide some additional energy!

Therefore in general if an electron absorbs the photon it surely excited !!!

Therefore n case of loosely bound electron the photon acts as an ionisation energy to release the electron from the atom.

And the free electron accepcts the energy and it gets excited.

So the answer will be option (C).
