Renewable resources are resources that can be used exhaustively and they won't get reduced even after more usage of it.

Non renewable resources are resources whose usage comes to an end when the materials for resources get over. They cannot be replenished back or they take a longer duration for replenishment.

In the case of water, it is a different case to argue about.

Water in areas where rainfall is high is considered to be renewable as the water can be used exhaustively without water getting depleted completely.

But in areas like deserts where water is a scarcity, you can consider water as non renewable resource as they get depleted with more usage.

Hence in simple words we can say that,

More water given by nature and less usage leads to replenishment while less water by nature and more usage leads to non renewability.
