Ok now look at it this way, the Legislators make laws, the executive is more or less like the announcer, making sure no one is ignorant of the message, that is why u see a governor announcing a decree. But u don't expect the governor to hang a law offender or a president with all his dutys and obligation decreeing a  punishment to a law offender having more than 50 law breakers in a day.

Explanation:

 The judiciary are the ones put in place to ensure that the law that is being announced by the Legislative and announced by the Executive is being enforced in the society, because if the Legislator makes law and the Executives informs the citizens and there is no organisation to enforce it, then the so called law is there fore worthless, practically a waste of time.
