Yes, I agree with this statement. Let me explain it .

In Living things, the smallest functional unit is cell which is usually smallest in the body.
Then as a system- Cell=> Tissues => Organs => Organ System.

In Non-Living things, the smallest functional unit is atom or either molec6. Atoms contain nucleus and electrons around it.
