:
Let s original side of the square
then
(s+3) = the new length
and
(s+1) = the new width
:
New area - old area = 19 sq/m
(s+3)(s+1) - s^2 = 19
FOIL


s^2 + 1s + 3s + 3 - s^2 = 19
do the math
4s = 19 - 3
4s = 16
s = 16/4
s = 4 m the original side of the square

Let the side of the garden(square) is x m. Then the are is x² m².

The new length is (x+3) m and the new width is (x+1) m. Then the new area will be, (x+3)(x+1) m².

By the given question, 

(x+3)(x+1)=x²+19

or, x²+3x+x+3=x²+19

or, 4x+3=19

or, 4x=19-3

or, 4x=16

or, x=4 m
