Answer:
The land reforms of the government are a mere eyewash and have harmed a lot of people. The tenancy reform laws only help in resulting decreased access to land for marginals and landless farmers. Landowners do not want to rent out their land because they fear they will lose their rights and control over the same. Most of the 20 million rural families that currently rent agricultural land in spite of prohibitions have very weak legal rights due to the tenancy reform laws in place.

- The tenure change laws just assistance in coming about diminished access to land for marginals and landless ranchers.
- Landowners would prefer not to lease their territory since they dread they will lose their privileges and command over the equivalent.
- The majority of the 20 million rustic families that as of now lease farming area regardless of disallowances have frail legitimate rights because of the tenure change laws set up.
