He envies people who have a roof over their head and can rest peacefully in their homes without having to depend on other people to offer shelter unlike the person in the poem. 

He wishes for a place for himself from where he will never have to move and sleep peacefully at night.

Homeless is all about the thoughts of a person without a roof over his head. 

The homeless person envies people who own a house and can rest there peacefully. Unlike this person and his family, they do not have to depend on strangers to provide them with a shelter for the night. 

The homeless person is also jealous of those who can stay in one place without having to move on from time to time.
