Let,

The 4 numbers be a,b,c,x

Mean of 3 numbers is 8.

a+b+c /3 = 8

a+b+c = 8*3

a+b+c = 24

Mean of those three numbers and x is 7

a+b+c+x /4 = 7

24+x / 4 = 7

24+x = 7*4

24+x = 28

x = 28-24

x = 4

Value of x is 4.
