For Lok Sabha :- any of the attributes like winnability in a general election or , financial heft or , Bahubali heft in ( Bihar,UP like states ), or caste based heft ( like SC,ST,OBC, )

For Rajya sabha :- Should be a proven businessman , or an effective speaker who can shut the mouths of all opposition stalwarts with logical arguments , or excellence in the different fields or in the good books of the respective State Chief ministers or of party high commands
