If your throat is inflamed, and it's causing cough due to dryness, postnasal drip, etc. Icecream or a cool drink helps in decreasing the inflammation and has a soothing effect.
I really haven't looked up studies on this yet, I'm not able to give you anything more concrete. However, anything cool helps relieve inflammation. So by that logic icecream might help with your cough. But it won't 'cure' it.
Tonsilectomy patients are often advised icecreams though. So in anycase, it probably does more good than harm and doesn't hurt to try.
