If the earth stops rotating, the moon would also stop its usual rotation.

If the earth stops rotating, the moon would start to move towards the earth and ultimately made earth to rotate again.The moon would continue to move closer to the Earth and finally it either collides with it or Earth’s gravity breaks the moon apart.
