Firstly, convince him to share this incident with his parents and siblings. Letting out will make your friend feel much better :)
Moreover, there will be more people to support him and boost hi confidence.
Going for a small vacation (in weekends) will help clear his mind of all the negativities.
Talk to him as much as possible. Crack jokes and make him giggle. Laughter is the best medicine. Eh?
Give him challenges that will occupy his mind. It could be anything, like winning certain levels in a video game. Play together because he won't feel like playing when he's alone. Or, finishing off difficult maths exercises (if that's something you two enjoy). Or, watching 1 or more seasons of any TV series in a day or so. Then, let him win by a petite difference, he'll feel better about himself :)
Other times, just go for long/short drives, sit somewhere near a tea stall, enjoy sipping a cup or two while talking about the incident and tell him "Sh*t happens to all of us. It's okay. You are stronger than your adversity. I know you'll get over it. "
Give him examples of how other people have coped with cyber crime (surf web to get some ideas).
If it's possible, teach the cyber criminal a lesson. I don't know what was the crime but I'm thinking, a guy disguised as a girl broke his heart. If such is the case and the account is still active, think of a way to teach him a lesson he won't forget in his lifetime. Doing so will definitely take it out of him (your friend) ;)
He needs to be loved and not sympathised. And, slowly with time, all of this will become distant memories that won't affect him anymore. For now, try to make him realise how important is his studies and that he shouldn't ever compromise with it.
