The ‘leader of the Dalits’ was Dr. B.R. Ambedkar, and the association formed by him was called Depressed Classes Association.

Explanation:

Dr. B.R. Ambedkar ‘supported’ the cause of for the Dalits rights. During the Second Round Table Conference he had a difference of opinion with Mahatma Gandhi when he put forth his demand for separate electorates for Dalits. Gandhiji did not want to create a division among the people of India, so he was not in agreement for separate electorates.  

In 1930 Ambedkar formed a party for the Dalits and named it the Depressed Classes Association. During the 1932, Poona Pact he made sure that the Dalits got some reserved seats in the provincial and central legislature.
