The peripheral nervous system consists on nerves emerging from brains and spinal cord.  They are the cranial and spinal nerves respectively.  “PNS has twelve pairs of cranial nerve that control much of the motor and sensory functions of the head and neck.”  “The twelve cranial nerves, in order from I to XII are olfactory nerves, trochlear nerves etc.”

“Spinal nerve, in vertebrates, any one of the many paired peripheral nerves that arise from the spinal cord.  In humans, there are 31 pairs.”

The "spinal nerves" arise from the spinal cord and "Cranial Nerves'' arise directly from the brain.

There are 12 pairs of cranial nerves present in Peripheral nerves system (PNS). On the other hand, 31 pairs of spinal nerves are present in the human nervous system. 

The peripheral nervous system actually consists of the network of nerves which originate from the brain and spinal cord. PNS is actually one of the components of the nervous system.  The other component of the nervous system is known as "Central nervous system (CNS)''.
